Stephen Page is a partner at Waller Lansden focusing on healthcare regulatory law. Mr. Page advises hospitals, ambulatory surgery centers, hospice care providers, home health agencies and other providers on a wide range of compliance issues, including Medicare fraud and abuse, the federal Stark law, and other physician self-referral prohibitions. Mr. Page also advises clients on federal and state privacy laws, including HIPAA and the HITECH Act's new provisions for health information security contained within the American Recovery and Reinvestment Act of 2009. Additionally, Mr. Page assists healthcare providers with licensing and other state regulatory issues.
A large component of Mr. Page’s practice involves advising clients on federal and state privacy laws, including HIPAA and Gramm-Leach-Bliley, and the new provisions for health information security contained the HITECH Act contained within the American Recovery and Reinvestment Act of 2009. His extensive experience in this area includes preparing policies and privacy notices, business associate agreements and advising clients on how to respond to security breaches.
In the area of healthcare operations, Mr. Page provides counsel on regulatory issues related to Medicare and third party reimbursement and enrollment, managed care contracting and development. He has extensive experience with the negotiation and drafting of management contracts, provider contracts, medical director and specialty services contracts. Mr. Page has also served as regulatory counsel on numerous physician-hospital joint ventures of comprehensive outpatient rehabilitation facilities (CORFs) and ambulatory surgery centers. He provides counsel on structuring joint venture transactions to help ensure compliance with state and federal self-referral and anti-kickback prohibitions. He also assists joint venture clients with obtaining licenses, and Medicare and medical provider numbers, as well as the most advantageous methods of Medicare enrollment.
Additionally, Mr. Page advises several clients, including one of the country’s largest group purchasing organizations, on supply chain and group purchase contracts for a variety of goods and services.
His experience also includes the area of managed care where he negotiates and prepares managed care agreements with third party payors and assisting providers with resolving issues relating to the denial of claims, overpayment and stop loss disputes and recoupments. Additionally, Mr. Page has represented health plans including Medicare Advantage plans and Medicaid managed care plans.
Prior to rejoining Waller Lansden in 2008, Mr. Page was Vice President and Assistant General Counsel with Vanguard Health Systems, an owner and operator of hospitals, two health plans, laboratories and other complementary healthcare service providers throughout the United States. In this role, Mr. Page provided legal advice related to information technology issues, outsourcing, the day-to-day operation of the health plans, hospitals and laboratories, managed care contracts, HIPAA, physician and supply chain contracts and federal and state regulatory matters, including the Stark Law and Federal Anti-kickback statute. Mr. Page practiced at Waller Lansden from 1998 to 2004.
Mr. Page has written and spoken widely on healthcare topics including contributing articles in the Nashville Business Journal, City Paper, The ABA’s Health Lawyer and the ABA’s E-Health Business and Transactional Law Supplement. He has presented at several continuing legal education seminars including the Tennessee Bar Association Health Law Primer.
