Emily Salomon Duncan advises healthcare clients on state and federal regulatory compliance issues relating to mergers, acquisitions, joint ventures, and day-to-day business operations, including Stark Law and Anti-Kickback Statute analysis, healthcare licensing and certifications, and the Corporate Practice of Medicine. Emily works extensively with hospitals and health systems, ambulatory surgery centers, physician practices, private equity healthcare investors and practice management companies covering a wide range of specialties.
During her final year at Georgetown, Emily worked at the Office of Counsel to the Inspector General at the U.S. Department of Health and Human Services, where she contributed to Corporate Integrity Agreements (CIAs), federal health care exclusion determinations, EMTALA penalties, and self-disclosure protocols. Emily also has experience as a legal intern at the Centers for Medicare and Medicaid Services and as a judicial intern with the U.S. Court of Federal Claims, Office of Special Masters - Vaccine Division.
Represented USPI in the acquisition of Greensboro based The Foot Surgery Center of North Carolina by a joint venture between USPI and Novant Health System.
Represented United Surgical Partners International in its acquisition of Audubon Surgery Center and assisted in structuring the transaction and in getting the center licensed and enrolled in governmental payor programs.
Represented HCA in the acquisition, including providing regulatory diligence and completing facility-related regulatory filings.
